Abstract


Learning Organization (LO) is a must to face global competition which changes
very fast. Learning education organizations are more focused on the process
(learning how to learn); and is part of the job. Besides the importance of the
Learning Organization (LO) in managing tertiary institutions, the biggest
challenge is how to provide tertiary education in the face of rapid growth in
demand and strive for existing tertiary education to be of good quality and
sustainable, this is in line with the concept of Dynamic Capability Globalization
of higher education demands a innovation management in Higher Education as
an anticipatory and proactive strategy effort in an effort to privatize Higher
Education that is competitive in a sustainable manner. The innovation strategy
includes dimensions related to learning organizations which is an ongoing
process in an effort to continue to develop and create innovation in responding to
a dynamic environment that is in line with the concept of dynamic capability.
The analysis technique used in this research is SWOT Analysis which is integrated
and can be used to look at things that hinder and support or opportunities
throughout the analysis process, from planning, data collection, and analysis,
reporting and development.
The results obtained from this study are Learning Organization and Dynamic
Capability in UPN "Veteran" East Java already has a lot of changes, so that it
will be able to increase changes in the management of existing innovations. But
apart from that, there are still a number of things that have not been fully utilized
so that the Learing Organization still has shortcomings in its application. If seen
today all learning activities can be done with technology, but in fact E Learnig
which is not yet fully used. So it still needs to be strengthened in learning methods
using technology.
